Results: Refining the Design of Energy Efficiency
Programs and Climate Policy," presented by Ingo
Bensch, Senior Project Manager, Energy Center of
Wisconsin on December 16, 2009 from 1:00 pm-2:30 pm
CT. In this live webinar, Bensch presents the 2009
results from the Midwest Energy Survey -- a tracking
instrument that began measuring public attitudes,
awareness and practices on energy efficiency and
climate in 2007. This webinar is designed for
executives, regulators, legislators, energy
efficiency program managers, advocates and
professionals in the energy field, and offers an
independent perspective on the public's attitudes,
practices, and awareness of climate change and

DOE Announces Fellows Program
for Advance Research Energy Projects
The U.S. Department of Energy’s Advanced Research
Projects Agency – Energy (ARPA-E) announced the
creation of the ARPA-E Fellows Program at an event
with Massachusetts Institute of Technology’s
students. ARPA-E Director, Dr. Arun Majumdar, made
the announcement during a presentation to the MIT
Energy Club and called on the next generation of
energy leaders to join ARPA-E. The ARPA-E Fellows
Program will consist of highly technical scientists
and researchers, who will actively help create the
strategic direction and vision of the country’s
first agency devoted exclusively to transformational
energy technology research and development. Fellows
will support ARPA-E’s Program Directors in program
creation, while also undertaking independent
explorations of promising future research areas for
the agency. Fellows will also engage with world
class researchers and innovators to develop theses
for high impact ARPA-E research program areas,
prepare energy technology and economic analyses, and
make recommendations to DOE senior management.

DOE Announces $100 Million
for Advanced Research Projects
The U.S. Department of Energy announced a second
round of funding opportunities for transformational
energy research projects that will be made available
through the Department’s Advanced Research Projects
Agency-Energy (ARPA-E). The Department announced
that $100 million in Recovery Act funding will be
made available to accelerate innovation in green
technology, increase America’s competitiveness and
create jobs. ARPA-E’s first solicitation, announced
earlier this year, was highly competitive and
resulted in funding 37 projects aimed at
transformational innovations in energy storage,
biofuels, carbon capture, renewable power, building
efficiency, vehicles, and other areas. Please

Zero Energy Commercial
Buildings Consortium Presents at Ecobuild America
The Zero Energy Commercial Buildings Consortium
recently hosted an informal session at the Ecobuild
America conference in Washington, DC to allow
participants to learn more about the Consortium’s
efforts to promote comprehensive market
transformation of commercial buildings to net-zero
energy by 2030. The Consortium is a broad-based
public-private partnership intended to bring
together the full range of commercial building
stakeholders to collaborate with the DOE to
accelerate technology innovation, process change,
and market transformation.
Peter Douglas from the New York State Energy
Research and Development Authority (NYSERDA)
represents ASERTTI on the Consortium’s Steering
Committee with substantive support for the
Consortium provided by Brad Holloman, Consultant to
ASERTTI. ASERTTI is one of three Consortium
Steering Committee members with specific program
tasks under the grant agreement from DOE. Below is
a list of all members of the Consortium’s Steering

EPA: Greenhouse Gases Threaten
Public Health and the Environment
After a thorough examination of the scientific
evidence and careful consideration of public
comments, the U.S. Environmental Protection Agency
(EPA) announced that greenhouse gases (GHGs)
threaten the public health and welfare of the
American people. EPA also finds that GHG emissions
from on-road vehicles contribute to that threat.
EPA’s final findings respond to the 2007 U.S.
Supreme Court decision that GHGs fit within the
Clean Air Act definition of air pollutants. The
findings do not in and of themselves impose any
emission reduction requirements but rather allow EPA
to finalize the GHG standards proposed earlier this
year for new light-duty vehicles as part of the
joint rulemaking with the Department of

Go Solar California Contest
Educates Consumers About Solar and Energy Efficiency
ASERTTI member, the California Energy Commission,
held the second annual Go Solar California
Sweepstakes that educated consumers about solar and
energy efficiency. Nearly 31,000 online entries were
received in the contest and more than 22 percent -
7,124 entries - requested more information about
solar energy. The sweepstakes, which ended October
31, 2009, challenged entrants to test their solar
knowledge for a chance to win 'green' prizes,
including a Green Home Makeover. Visitors took a
quiz and watched an educational video about the
Energy Commission's New Solar Homes Partnership (NSHP)
on the GoSolarCalifornia.org website. For the full

Nevada Institutions Awarded
$5.7 Million for Renewable Energy Research
The Nevada System of Higher Education (NSHE) has
received $5.7 million-over the past two fiscal
years-from the U.S. Department of Energy for
renewable energy, including the latest installment,
$3.2 million to be used for a renewable energy
consortium – an association between the three NSHE
research institutions and participating community
colleges. This support is the result of funding
secured by U.S. Senator Harry Reid through Federal
Energy and Water Development appropriations bills.
The Nevada Renewable Energy Consortium, including
ASERTTI member – Desert Research Institute (DRI),
University of Nevada, Las Vegas (UNLV), and
University of Nevada, Reno, along with participating
NSHE’s community colleges, will play a critical role
in making Nevada the leader in the utilization of
renewable energy sources to promote a cleaner
environment and more secure nation. Please
